Since 2011, the State Council has approved the Development Planning of Western Taiwan Straits Economic Zone, the Master Planning of Pingtan Comprehensive Experimental Zone, the Overall Scheme of Xiamen Comprehensive Supplementary Reforms on Deepening Exchange across Straits, the Development Plan of Fujian Marine Economic Pilot Zone, and the Overall Scheme of Real Economy Pilot Zone in Quanzhou to further determine special targets, mission and trial policies in speeding up development in Western Taiwan Straits Economic Zone. 20. Fuqing Neotype Display Industrial Project
I. Description: Projects such as LCD and OLED liquid crystal display panel and upstream key components (including backlight module, glass substrate, polarizing plate, drive control IC, etc.) for liquid display, upstream raw materials and LED and OLED new backlight will be introduced to rapidly extend, improve and expand panel display industrial chain.

Reasons and conditions: as the largest LCD display terminal product production base with the most centralized layout and largest international market share in China, Fuqing Rongqiao Economic and Technological Development Zone boasts obvious advantage in location and environment, technical conditions and industrial foundation for development. 22. Supporting Project for Quanzhou Railway Equipment Industry
I. Description: With a planning area of 4000 mu, the Project is introduced to provide such accessories as seats, lights, windshield, car door and window, floor board, recessing, electric box, wallboard, roof panel, head sideward, end-plate, air flue, grab rail and cold-proof devices for Quanzhou railway vehicles together with the logistics project.

一、项目内容及建设规模及选址：项目建设双金属微细复合导线生产线20条、双金属复合导线生产线20条及多金属复合导线生产线60条，设计生产规模为年产各种规格多金属复合导线产品5.4万吨。
二、项目建设理由和条件：该项目技术引进大连科尔奇、大连昌兴公司拥有的多金属复合导线专利技术，该技术能够有效地将多种金属资源联系在一起，在减少稀缺资源使用量、减轻单位长度线材重量、降低生产成本的同时，实现了多种双金属材料的优势互补。该项目已获得15项多金属复合导线的技术专利。

23. Research Industrial Base for Multi-metal Composite Conductor in Shanghang County
I. Description: It is planned to develop such production lines as for bimetal fine composite conductor (20),bimetal composite conductor (20) and multi-metal composite conductor (60), achieving 54,000 tons of multi-metal composite conductor of different specifications per year.
II. Reasons and conditions: The Project will adopt the proprietary technology of multi-metal composite conductor owned by Dalian Cangxing, which will effectively integrate multiple metal resources to give play to complementary advantages of bimetal composite conductor while reducing consumption of rare resource, wire weight in unit length and production cost. The Project has obtained more than 15 propriety technologies in regard to metal composite conductor.

I. Description: Once completed, an annual production capacity of 10000 tons of high-performance NdFeB permanent magnet material will be realized through powder metallurgic (sintering) method.

27. Yong'an Serial Graphite End Products by Purification and Development
I. Description: to realize an annual production capacity of 110000 tons of deep-processed graphite products, 15000 tons of deep-processed spherical graphite, 60000 tons of carburant, 20000 tons of high purity graphite, 15000 tons of negative electrode materials of lithium battery, 60 tons of carbon fiber, 600 tons of high thermal conductive blocky graphite, 400 tons of high thermal conductive flexible graphite and 1000 tons of nuclear graphite.
II. Reasons and conditions: Yong'an boasts abundant graphite resources. As increasing importance of graphite in aviation area, it's very significant for industrial chain extension to develop such downstream end products as refined micro graphite powder, aquadag serial products, arc carbon rod and graphitized electrode on the basis of existing graphite production line.

28. Youxi Bamboo Fiber Textile Production Project
I. Description: It is planned to realize an annual production capacity of 10000 tons of bamboo fiber and develop supporting production lines for terminal products including weaving cloth, clothes and shoes.
II. Reasons and conditions: Bamboo fiber boasts good air permeability, instantaneous water absorption, strong wear resistance and good dyeability. Besides, it also has functions like natural antibacterial effect, anti-acarid, deodorization and UV resistance. Youxi County is endowed with rich bamboo resources. With a bamboo area of 650000 mu, the annual production capacity of 5000 tons of bamboo fiber will be realized.

I. Description: With a planning area of 100 mu, it is planned to develop a gold mine production line integrating mining, ore dressing and smelting as well as the production line for tailings utilization.
II. Reasons and conditions: Situated in the center of Chong'an--Shicheng deep seated fault zone, Taining County is an important gold metallogenic area in Fujian Province. By now, the detected metal content here has reached 40 tons, with 1 mining enterprise registered. Tailings of gold mine can be used to produce brick and other materials with function of thermal insulation, heat insulation and sound insulation.

I. Description: Once completed, an annual production capacity of 10000 tons of high-performance NdFeB permanent magnet material will be realized through powder metallurgic (sintering) method.

Description: to realize an annual production capacity of 110000 tons of deep-processed graphite products, 15000 tons of deep-processed spherical graphite, 60000 tons of carburant, 20000 tons of high purity graphite, 15000 tons of negative electrode materials of lithium battery, 60 tons of carbon fiber, 600 tons of high thermal conductive blocky graphite, 400 tons of high thermal conductive flexible graphite and 1000 tons of nuclear graphite.
II. Reasons and conditions: Yong'an boasts abundant graphite resources. As increasing importance of graphite in aviation area, it's very significant for industrial chain extension to develop such downstream end products as refined micro graphite powder, aquadag serial products, arc carbon rod and graphitized electrode on the basis of existing graphite production line.

II. Reasons and conditions: SM is mainly used to produce products like PS, ABS/SAN resin, butadiene styrene rubber, latex, TPEE and UPR. At present, China is woefully inadequate in supply and demand of SM with only a self-sufficiency degree of 40%. It is expected that the import volume of SM will exceed 2 million tons by 2014. Thus, it's an urgent need to improve our SM production capacity.

Reasons and conditions: SAP (Super Absorbent Polymer) is a new functional polymer material, which is able to absorb water hundreds and even thousands times heavier that it and has good water retention capacity. SAP is widely applied to industries including commodity, oil, chemical, light industry, construction, medicine and health as well as agriculture.

I. Description: It is planned to build a 200,000 t/a PC production line.
II. Reasons and conditions: PC is the only engineering plastics with good transparency. By far, the total consumption volume of PC has surpassed PA, becoming No. 1 engineering plastics. PC is really excellent as for impact strength, tenacity, electric insulation and dimension stability and has broad operation temperature range.
