I. Project description: one production workshop for the new mixing center and a butyl inner-tube production line will be constructed. After completion, the project will produce 30,000 truck tires for industrial vehicles and tires for New Longma medium- and heavy-duty trucks, high-grade SUVs, luxury coaches, agricultural vehicles and dump trucks as well as 1 million natural-rubber inner tubes and butyl inner tubes with different specifications per year.

I. Project description: 200,000 set/a bearing for heavy-duty truck and engineering machinery, 80,000 set/a bearing for high-speed coach and 20,000 set/a bearing for finishing rolling mill and ancillary equipment.

12. Mining Emergency Equipment Production Project in Xinluo District of Longyan
I. Project description: 2,000 set/a fixed shelter and mobile escape capsule.
II. Construction reasons and conditions: mining emergency shelter is a confined space in dangerous work space under shaft. The fixed shelter generally is dug along the tunnel wall with good air tightness and can withstand impaction exerted by external force. A good internal survival environment can be formed by detecting parameters of the emergency shelter and operate internal survival systems to buy time for survival.

I. Project description: Mingxi Fengxi-Jianning Lixin Section in Sanming of Meizhou Bay-Chongqing Expressway starts at the end point of Mingxi County Town-Mingxi Fengxi Section near Fengxi Huangjiadi (the station number: K331+200), and ends at the junction of Zhujia Interchange and Jiantai Expressway (Jianning-Taining Expressway, the station number: K376+308.712). The line is planned to be 45.955 km in length.

131. Zhangzhou Coastal Thoroughfare (Zhao'an Section)
I. Project description: a total length of 27.93km is designed as per Class I highway standard with the roadbed width of 24.5m in total and the cement concrete pavement width of 15m.

Construction reasons and conditions: the construction of the Project is a necessity for the development of Coastal Highway of Fujian Province, compliant with strategy of "Development based on port" put forward by Zhangzhou Municipal Party Committee and Government for the purpose of improving the traffic network and freight collecting and distributing in port area, developing the port economy and establishing city cluster of Xiamen, Quanzhou and Zhangzhou.

132. Sanming Changshen Expressway Connecting Line
I. Project description: the line is planned to be 74.388km in length; in addition to Sanming County Town section, the actual construction length is 63.982km; it is designed as per Class I highway and urban expressway standard with the running speed to be 60-80km/h; the two-way six-lane expressway is planned to be adopted in the Chafengxia-Shenkou section and Gongchuan-Yong'an north interchange section (51km), while the two-way four-lane in Shenkou-Gongchuan Section (13km).
II. Construction reasons and conditions: the project responses to and complies with the development of west coast of the Taiwan Straits, implements the "harbor building and sea access" strategy, makes use of the advantages of the northwest of Fujian, facilitates the demand of economic advantage transformation; it is the demand of constructing the main transportation axis of Sanming Ecological Industrial and Trade Area, the key development region of Fujian, and the demand of constructing the convenient, fast-accessed lanes of Sanming airport, railway, highway and the main places of Sanming.

I. Project description: a total length of 18.4km is designed as per Class II highway standard (partially as per Class III highway standard) with the roadbed width of 8.5m in total and the cement concrete pavement width of 7m.

Analysis of economic benefits: return on investment depends on the interests in buyback period and construction period and the maintenance and appreciation of credit deposit for project resettlement paid by the Bid Inviter to the Bid Winner as investment builder, including: [1] annual interest rate in construction period is 8% (return including construction costs is 50%); [2] buyback period is divided into two years (40%:30%:30%), the return rate is 12% in the first year and 14.4% in the second year; [3] credit deposit may preserve and increase its value (used for project resettlement and other preliminary work) with a return rate of 14.4%.

134. Reconstruction Project of Suban Township of Xinluo District - Tieshan - Dongxiao - Hongfang - Gaopo Town of Yongding County Section of Provincial Road 203
I. Project description: the line of Phase I Project and Phase II Project are 40 km and 19.1km respectively, totally 59.1km. It is designed according to the standard of first-class highway & class I urban trunk, with bi-directional 6 lanes as the main traffic lane; the running speed of the main line is designed to be 60km/h and that of the side road is designed to be 30km/h. The subgrade width of common segment of Phase I Project is 32m while that of Phase II Project is 36m. The subgrade width of the segment passing through town of both Phase I and Phase II Project is 50m. In addition, bitulith road surface is applied.
II. Construction reasons and conditions: in accordance with the development strategy of Longyan-"One main urban area, three new towns and one satellite town", the implementation of the Project will be good for the connection of the two new towns (Yanbai New Town and Gaokan New Town), greatly improve the transportation capacity of Provincial Road 203, accelerate the development of central Longyan, adapt the trend of diversification development, improve the central function and enhance diffusing function.
III. Total investment: RMB 4.17 billion, including RMB 2.78 billion of Phase I and RMB 1.39 billion of Phase II. BT mode is planned to be adopted for the construction.
IV. Analysis of economic benefits: as for Phase I Project, it is calculated that when social discount rate is 8%, economic net present value (ENPV) is RMB 1,117.38 million and economic internal rate of return (EIRR) will be 11.53% (8% more than social discount rate), the economic benefit cost ratio (EBCR) of the Project will be 1.52 (more than 1).
V. Preliminary work: the feasibility study report of Phase I Project had been pre-examined by the Municipal Government on Oct. 21, 2011, and now has been submitted to the Provincial Government for further examination. As for Phase II Project (K0+000-K6+000) stretching from southern section of Dongxiao Town Longyan Road to Hongfang Town section, the examination of working drawings had been carried out on Mar. 20, 2012, and now the working drawings is under revision.

136. Construction Project of Pingnan Countytown (Jialong Roundabout) -Western Pingxi Section of Provincial Road 303
I. Project description: the total length of the Project is 51.28km and the running speed is designed to be 40km/h. The section from the starting point to Cixi which is 3.25km in length, is designed according to the standard of Class II urban trunk, with a subgrade width of 36m and bitulith concrete surface; the section from Ciuxi to the end which is 48.03km in length, is designed according to the standard of Class II urban trunk, with a subgrade width of 8.5m and full-width cement concrete surface.

Construction reasons and conditions: the project is the third horizontal road of the "Eight Longitudinal and Night Horizontal " provincial trunk highway network, and the main truck highway leading to Northern Fujian, Wuyi Mountain tourism area and Northen Jiangxi Province; the Project will help Pingnan county better receive the economic radiation from surrounding cities, promote the communication and cooperation of economics, culture, tourism and trade between different areas, and also meet the demand of developing industrial and agricultural investment.
