一、项目内容及建设规模:两岸金融中心地处厦门岛东部,可开发用地面积约3.5平方公里,可开发建筑面积约1000万平方米。将规划成“一轴一带、四区一核”的体系,即一条南北贯通的TOD金融大道,一条从虎仔山向东北延伸的通海绿色生态走廊,城市综合区、医疗养生区、企业总部区、滨海度假区和金融商务核心区。

II. Reasons and conditions: Cross-straits Financial Center is a large financial industrial center developed and built by Huli District Government under the instruction of municipal headquarters to encourage the entrance of various innovative financial agencies, financial supporting facilities and financial and similar-financial enterprises along Taiwan Strait to provide a platform for Taiwan financial industry to establish market industry in Western Taiwan Straits Economic Zone. I. Description: the scenic spot is planned to cover a development area of 8,000 mu, and to construct entrance comprehensive service area, demonstration area of famous and quality flowers, egret viewing area, resort and hotel area, feature fruit picking area, outdoor bound training area, pilgrimage area, health maintenance area with traditional Chinese medicine, water entertainment area, etc.
II. Reasons and conditions: Egret Forest Park boasts a convenient transportation, adjoins Meili Reservoir to its south and is regarded as a grand view garden of animals and plants of subtropics. He'an Mountain is right at the west side of the reservoir, covering with several hundred mus of green keteleeria fortunei. It is a paradise of wild animals. 47、帝师文化产业园
一、项目内容及建设规模:拟规划面积2295亩,定位为以两帝师历史名人为文化品牌,以郊野公园、近郊旅游、文化观光、青少年教娱、周末休闲、养老度假和两岸宗亲交流为主要功能,打造极具人文品质的文化教育休闲旅游产业园区。
二、项目建设理由和条件:蔡世远(1681~1734年),蔡新(1707-1799),叔侄位列九卿,分别为乾隆和嘉庆皇帝的老师,一个家族叔侄两人担任帝师,这在中国历史上是绝无仅有的。将位于两帝师故居附近的清泉岩、蔡新故居、永清堡及周边自然生态纳入园区整体规划,开发清代及帝师特色的历史文化。

47. Emperor Teacher Cultural Industrial Park
I. Description: with a planned area of 2,295 mu, the Park aims to be an industrial park oriented to culture, education and leisure tourism with a cultural brand based on two emperor teachers, providing multiple functions which mainly include country park, suburb tourism, cultural tourism, education and entertainment for teenagers, weekend relaxation, resort for the aged and exchange of clan relatives of Taiwan and the Mainland China.
II. Reasons and conditions: Cai Shiyuan (1681-1734) and his nephew Cai Xin (1707-1799) were both honored as one of the Nine Ministers, respectively becoming teachers of Emperor Qianlong and Jiaqing. For two emperor teachers in one family, this is the only case in China's history. It is planned to incorporate Qingquan Rock near the former residence of the two emperor teachers, Caixin former residence, Yongqing Village and surrounding natural ecology into the overall planning and to develop the history and culture of Qing Dynasty and features about emperor teacher.

48. Guokeng Hot Spring Travel and Leisure Comprehensive Development Project
I. Description: the Project plans to consist of three functional areas, i.e. Guan Di cultural tourism area, hot spring leisure resort and mountain area for leisure sports.
II. Reasons and conditions: Guokeng Town has been regarded as one of the pilot towns for comprehensive reform and construction in the municipal small towns of Zhangzhou. The development of Guokeng Town will give the small towns a big boost. Guokeng Town has well-preserved perfect Beixi waterfront landscape boasting original ecology, quality hot spring resources and cultural relics like Fuyao Guan Di Temple which dates back to Song Dynasty. Besides, Guokeng Town is an important backyard of Xiamen and Zhangzhou.

49. Xiangqiao Cultural Tourism Area Project in Longwen District, Zhangzhou
I. Description: the Project plans to cover an area of 30.8 hectares with water area of 5.2 hectares, and to construct cultural leisure area, creative art area and fashion business area.
II. Reasons and conditions: located at the junction of Ninety-nine Bay and a river, Xiangqiao Village, Lantian Town, Longwen District still preserves nine ancient folk houses of the times between Ming Dynasty and Qing Dynasty, among which the relatively well-preserved are: Daifu Di constructed by Huang Jinzhong who was the Tongzhi (an ancient civil officer) of Hangzhou during the reign of Emperor Kangxi of Qing Dynasty, Hanlin Di constructed by Huang Lanzhi who was the Jiantao (an ancient civil officer) of Hanlin Academy during the reign of Emperor Qianlong of Qing Dynasty and Huatuo Temple built during the middle and late period of Ming Dynasty.

50. Construction Project of Cross-Straits (Interna- tional) Agricultural Product Logistics Town
I. Description: with a planned area covering 1500 mu, the Project plans to construct international convention and exhibition center, hotel, e-commerce trading platform, three wholesale markets specialized in vegetable, fruit and aquatic product, their machining and distribution center, warehousing and logistics center, cold storage logistics center and other facilities.
II. Reasons and conditions: the Project enjoys a relatively convenient transportation; it is located at the one-hour-drive core district of living quarters of Xiamen and Zhangzhou, and closely adjoins to the urban main road and the north exit of Zhanglong Expressway. With opportunities granted by the development strategy of Western Taiwan Straits, the Project relies on the support of Fujian agricultural industry, gathers and brings in agricultural products from such other provinces as Jiangxi, Zhejiang and Guangdong, provide an exchange platform on agricultural products for Taiwan and the Mainland, and aims to be a national agricultural product collecting and distribution center.

I. Description: the Project plans to cover an area of 1,450 mu, with
II. Reasons and conditions: based on Zhangping Taiwan Farmers' Pioneer Park, Yongfu Town sees great development in flower and plantlet industry. It is especially important and urgent to accelerate the preparation and construction of flower farmer markets, provide systematic support to the flower industry in the respect of market and business technologies and enhance competitiveness of Yongfu flowers and trees industry and market. Yongfu boasts distinct advantages to develop flowers and trees industry: advantageous location, excellent ecology, outstanding industrial development and economic cost.

IV. Expected economic efficiency analysis: the annual average output value will be RMB 1 billion with a net profit of RMB 200 million, and the investment payback period will be 5 years.

I. Description: with a planned area of 5,490 mu, the Project aims to construct such outdoor sport sites and clubs as high-mountain football field, tennis court, basketball court, mountain bike field and public golf range.
II. Reasons and conditions: the site boasts the largest inland native pasture of Fujian, and it is honored as "Tianshan Mountain of the South of China". The scenic spot has not only such natural landscapes as thousand mus of original forest, Tianxin Lake, Red Bean Valley, Shijian Waterfall, Wanjun Rock, stone henge, marsh land and Xiangshan Temple, but also such rare animals and plants as cuckoo, taxus chinensis, syzygium buxifolium, malayan pangolin and Chinese fire-bellied newt.
