　　2011年以来，国务院批准了《海峡西岸经济区发展规划》、《平潭综合实验区总体发展规划》、《厦门市深化两岸交流综合配套改革试验总体方案》、《福建海峡蓝色经济试验区发展规划》、《福建省泉州市金融服务实体经济综合改革试验区总体方案》，进一步明确了加快建设海西的具体目标、任务和先行先试政策，是福建发展和建设海峡两岸经济区新的里程碑。

　　Preface

　　Since 2011, the State Council has approved the Development Planning of Western Taiwan Straits Economic Zone, the Master Planning of Pingtan Comprehensive Experimental Zone, the Overall Scheme of Xiamen Comprehensive Supplementary Reforms on Deepening Exchange across Straits, the Development Plan of Fujian Marine Economic Pilot Zone, and the Overall Scheme of Real Economy Pilot Zone in Quanzhou to further determine special targets, mission and trial policies in speeding up development in Western Taiwan Straits Economic Zone. This is a milestone in the course of Western Taiwan Straits Economic Zone construction.

　　To better promote Fujian, boost trial in Western Taiwan Straits Economic Zone and further elevate level and standard in foreign economic cooperation, 86 key provincial project proposals for investment will be developed, with a total investment of RMB 218.8 billion. These projects all conform to the national industrial policies of China. Initial work has been carried out to a certain extent, undertaking units have been selected and the expected investment returns are satisfying.

　　61、厦门港云霄港区项目

　　一、项目内容及建设规模：规划通用泊位码头7万吨级泊位3个、5万吨级泊位7个、3.5万吨级散杂货泊位7个、客滚泊位1个。港区陆域纵深1.3公里，形成陆域总面积8.125平方公里，年吞吐能力4000万吨。

　　二、项目建设理由和条件：云霄县港区具有风浪小、不冻不淤、陆域岸线长等特点。随着港区货物吞吐量将急剧增加，因此充分利用天然良港的优势，建设具有多用途功能的深水码头泊位是十分必要的。

　　三、项目总投资：50亿元。

　　四、项目前期工作进展情况：基本完成山前渔港项目建设，做好港区规划和滨海大通道建设，完成海域使用论证。

　　61. Project of Yunxiao Port Area, Xiamen Port

　　I. Description: it is planned to construct three 70,000-ton berth wharfs and seven 50,000-ton berth wharfs, seven 35,000-ton break-bulk berth wharfs and one roll-roll berth. The port area has 1,300-meter-deep and 8.125 km2 land area, with annual throughout reaching 40 million tons.

　　II. Reasons and conditions: Yunxiao Port Area enjoys slight wind and wave and long land area shoreline without freeze-up period and deposit. As the cargo throughout of the Port Area increases rapidly, it is very necessary to take advantages of the natural favorable port and construct multi-functional deep-water berths.

　　III. Total investment: RMB 5 billion.

　　IV. Preliminary work: the fishing port project construction in front of the mountain has basically finished; the port planning and coastal roads construction have been done; and the demonstration on sea area use has been finished.

　　62、平和陆地港( 无水港 )项目

　　一、项目内容及建设规模：建设保税仓库、出口监管仓、检验检疫楼、监管楼、货物查验仓库、国际物流办公大楼、国际展览大楼、员工宿舍楼、后勤综合楼及附属楼等。

　　二、项目建设理由和条件：项目地处闽南金三角腹地，交通十分便捷，是该区域旅游、投资的最佳选择。

　　三、项目总投资：4.8亿元。合作方式：独资或合资。

　　四、项目经济效益分析：年新增收入5亿元，内部收益率估算为30%、投资利润率22%、投资回收期约为6年。

　　62. Pinghe Land Port (Dry Port) Project

　　I. Description: it is planned to construct bonded warehouse, export supervised warehouse, inspection and quarantine building, supervised building, goods inspection warehouse, international logistics office building, international exhibition building, staff dormitory building, logistics comprehensive building, auxiliary building, etc.

　　II. Reasons and conditions: located at the hinterland of the "golden triangle" economic zone in the south of Fujian, the Project enjoys very convenient transportation. It is the optimum option for tourism and investment in the area.

　　III. Total investment: RMB 0.48 billion. Cooperation mode: sole proprietorship or joint venture.

　　IV. Analysis on expected economic benefits: the annual newly-added revenue is estimated to be RMB 500 million, the internal rate of return 30%, the profit rate of investment 22% and the investment payback period 6 years.

　　63. Waterlogging Control Project of Yang Pian, Changtai County

　　I. Description: it is planned to widen and renovate the waterlogging ditches stretching 15 km along Hongtianyang, Hetingyang, Xidongyang and Guanbanyang, and to widen and renovate the field drainage facilities and arterial roads.

　　II. Reasons and conditions: the completion of the Project will largely enhance and ensure the anti-flood and drainage capacity of the central towns of Changtai County, improve the environment and drive the value increase of the region.

　　III. Total investment: RMB 200 million. BT mode is planned to be adopted.

　　IV. Preliminary work: the planning and design are undergoing.

　　四、项目经济效益分析：年收入6438.6万元，扣除运营成本、设备折旧费，年净收益3500万元以上。

　　五、项目前期工作进展情况：完成可行性研究报告审批，计划2013年6月完成初步设计审批， 2013年年底前完成施工图设计和招投标并动工兴建，2015年建成投入使用。

　　64. Changtai Drinking Water Source Construction Project

　　I. Description: the Project plans to mainly pave pipelines with a total length of 50 km, thus ensuring a daily water supply of 80,000 tons.

　　II. Reasons and conditions: as the main drinking water source of Changtai County, the Project will benefit a population of 300,000.

　　III. Total investment: RMB 400 million. Cooperation form: Joint venture.

　　IV. Analysis on expected economic benefits: the annual revenue is expected to be RMB 64,386,000 and a net profit at least RMB 35 million after deducting the operating cost and the equipment depreciation fee.

　　V. Preliminary work: the feasibility study report has been approved; it is planned to complete the initial design approval in June, 2013, finish the construction drawing design and bidding and start the construction by the end of 2013, and put into use in 2015.

　　65、长泰县入漳第二通道长泰段(状元大道)建设项目

　　一、项目内容及建设规模：项目按城市一级主干道标准设计，设计时速60㎞/h，双向八车道，路基宽60米，为沥青混凝土路面。

　　二、项目建设理由和条件：该项目作为局部区域加密道路，建成后有利于减轻省道官九线长泰、龙文段交通压力，减少安全隐患。建成通车后，长泰入漳州市区仅需10分钟车程。

　　三、项目总投资：2.5亿元。采用BT方式。

　　四、项目前期进展情况：状元大道长泰段一期工程长985米已开工建设。

　　65. Construction Project of Changtai Section

　　(Zhuang-yuan Road) of the Second Channel for Changtai County Accessing to Zhangzhou

　　I. Description: the Project plans to construct and design a double-way eight-lane road according to the Class I urban standard for arterial roads in asphalt concrete pavement, with a designed running speed of 60 km/h and a roadbed width reaching 60 m.

　　II. Reasons and conditions: as a road for increasing the density of road network, the Project, after completion, will be beneficial to relieve the transportation stress of Changtai and Longwen sections of Provincial Guanjiu Line and reduce potential safety risks. After the Project is completed and put into use, it would only be 10-min drive from Changtai to Zhangzhou.

　　III. Total investment: RMB 250 million. BT mode is planned to be adopted.

　　IV. Preliminary work: the Phase I work with a length of 985 meters of Changtai Section of Zhuangyuan Road is under construction.

　　66、漳浦县朝阳水库建设项目

　　一、项目内容及建设规模：坝址以上控制流域面积102.2平方公里，水库总库容4381万立方米，调节库容3659万立方米，配套电站装机容量5000千瓦。

　　二、项目建设理由和条件：建设朝阳水库将保障县城及其他乡镇供水和灌区灌溉，增加向县城及其他乡镇可供水量4888万立方米，增加灌区农业保灌面积4.12万亩。

　　66. Zhangpu Chaoyang Reservoir Construction Project

　　I. Description: the Project plans to construct a reservoir with a water area under control above the damsite covering 102.2 km2, a total storage capacity of 43,810,000 m3, regulating storage capacity of 36,590,000 m3 and a supporting power station having an installed capacity reaching 5000 kW.

　　II. Reasons and conditions: the construction of Chaoyang Reservoir will guarantee the water supply of Zhangpu County and its townships as well as the irrigated area, increase 48,880,000 m3 available water supply for Zhangpu County and its townships, and broaden 41,200-mu irrigation guaranteed agricultural area.

　　III. Total investment: RMB 690 million. Cooperation form: Joint venture or cooperation.

　　67、诏安县梅岭港口码头建设项目

　　一、项目内容及建设规模：梅岭作业区规划岸线4390米，陆域面积519.7万平方米，万吨级以上深水泊位19个，其中5万吨级以上14个。

　　二、项目建设理由和条件：诏安港区的梅岭作业区于1987年经省政府批准为台轮停泊点和对台小额贸易点，国家二类开放口岸，梅岭工业园区基础条件较为完备。

　　三、项目总投资：5亿元。

　　四、项目经济效益分析：实现年收入5800万元，税收500万元。

　　五、项目前期工作进展情况：已完成总体规划。

　　67. Zhao'an Meiling Port Wharf Construction Project

　　I. Description: Meiling Operating Area plans to have a 4390-meter-long shoreline, cover a land area of

　　5,197,000 m2 and include 19 deep-water berths of above 10,000-ton, among which 14 is applicable for 50,000-ton.

　　II. Reasons and conditions: in 1987, Meiling Operating Area of Zhao'an Port Area was approved by Fujian Provincial Government to be a mooring point for vessels from Taiwan and a small-amount trading point towards Taiwan. It is a Class II open port of China. Meiling Industrial Park is well equipped with infrastructures.

　　III. Total investment: RMB 500 million.

　　IV. Analysis on expected economic benefits: actual annual revenue is estimated to be RMB 58 million and taxes is RMB 5 million.

　　V. Preliminary work: the overall planning has been completed.

　　68、东山县环岛旅游景观大道

　　二、项目建设理由和条件：省道S203新罗区苏坂至铁山路段提级改造工程项目是提高福建省干线公路网的需要，有利于促进新罗区经济发展的需要，加快龙岩中心城市发展的需要。

　　四、项目经济效益分析：内部收益率：11.53%，投资回收期14年。

　　五、项目前期工作进展情况：目前该路段项目工可行业审查已完成，工程勘察设计招标工作于2012年12月份完成，工程设计工作已经开展。

　　69. Upgrade and Renovation Project of Suban- Tieshan Section in Xinluo District along Provincial Road S203

　　I. Description: the Project plans to upgrade and renovate a double-way six-lane track according to Class I highway standard, with a total length of 38.2 km (including a main line of 33.5 km and Baisha connecting line of 4.7 km) and a designed running speed of 60 km/h.

　　II. Reasons and conditions: the upgrade and renovation project of Suban-Tieshan Section in Xinluo District along Provincial Road S203 is necessary for enhancing the provincial trunk highway network, improving the economic development of Xinluo District and accelerating the development of central cities of Longyan City.

　　III. Total investment: RMB 2.8 billion. BT mode is planned to be adopted.

　　IV. Analysis on expected economic benefits: the financial internal rate of return will be 11.53% and the investment will be recovered in 14 years.

　　V. Preliminary work: the Project engineering feasibility industrial review has been completed; the bidding for the investigation and design of the Project has been finished in December, 2012; and the design of the Project has been launched.

　　四、项目经济效益分析：内部收益率：14.57%，投资回收期15年。

　　五、项目前期工作进展情况：目前该路段项目工可行业审查已完成，审批前置条件工作中的规划选址意见、地灾评估、社会稳定风险评估等工作已经完成。工程勘察设计招标工作于2012年12月份完成，工程设计工作已经开展。

　　IV. Analysis on expected economic benefits: the financial internal rate of return will be 14.57% and the investment will be recovered in 15 years.

　　V. Preliminary work: the Project engineering feasibility industrial review has been completed; such approval pre-condition tasks as planning and site selection, disaster assessment and social stability risk assessment have been completed. The bidding for the investigation and design of the Project has been finished in December, 2012; and the design of the Project has been launched.

　　一、项目内容及建设规模：项目全长51.8公里，按设计速度80公里/小时的双向四车道高速公路标准建设，路基宽度24.5米。

　　二、项目建设理由和条件：海西高速公路网屏南至古田联络线是海峡西岸经济区高速公路网“三纵、八横、三环、三十三联”中政和杨源至古田联络线的重要组成路段,项目作为鸳鸯溪、白水洋旅游区的快速通道，对于推动其开发，构筑福建省旅游快速交通网，具有重要意义。

　　三、项目总投资：39.93亿元。

　　四、项目经济效益分析：内部收益率为10.45%。

　　五、项目前期工作进展情况：项目工可已批复，初步设计已完成审查待批复，施工图送审稿已完成。

　　71. Pingnan-Gutian Connecting Line of Express- way Network on the Western Taiwan Straits

　　I. Project description: the Project plans to be double-way four-lane expressway with a total length of

　　51.8 km, a designed running speed of 80 km/h and a roadbed width of 24.5 m.

　　II. Reasons and conditions: Pingnan-Gutian connecting line is an important part of Zhenghe Yuanyang-Gutian connecting line in the "three horizontals, eight verticals, three rings and thirty-three joints" of expressway network in the Western Taiwan Straits Economic Zone. As a fast truck to Yuanyang Stream and Baishuiyang Scenic Spots, the Project has a great significance in promoting the tourism development and structuring a fast tourism transportation network in Fujian.

　　III. Total investment: RMB 3.993 billion.

　　IV. Analysis on expected economic benefits: the internal rate of return is 10.45%.

　　V. Preliminary work: at present, the engineering feasibility of the Project has been approved; the preliminary design has been examined for approval; and the construction drawings have been submitted for approval.

　　72、沈海复线福鼎贯岭至柘荣段

　　一、项目内容及建设规模：路线全长32.04公里，按设计速度80km/h的双向四车道高速公路标准建设，路基宽度24.5米，全线设2处互通立交。

　　二、项目建设的理由和条件：沈阳至海口高速公路复线福建境内福鼎(闽浙界)至宁德蕉城段高速公路是海峡西岸经济区高速公路网的重要组成部分，加快该项目建设对完善区域路网结构、促进福鼎、柘荣经济社会发展具有重要意义，因此项目建设是必要的。

　　三、项目总投资：27.17亿元。

　　四、项目经济效益分析：项目经济净现值为9.85亿元，经济内部收益率为11.39%(大于社会折现率8%)。

　　五、项目前期工作进展情况：目前项目工可已批复，初步设计文件已完成待批复，施工图已完成待审查。

　　72. Fuding Guanling-Zherong Section of Multiple Track of Shenyang-Haikou Expressway

　　I. Project description: the expressway is planned to be double-way four-lane expressway with a total length of 32.04 km, a designed running speed of 80 km/h and a roadbed width of 24.5 m. Two interchanges are built within the whole line.

　　II. Reasons and conditions: Fuding (boundary of Fujian and Zhejiang) to Ningde Jiaocheng Section of Multiple Track of Shenyang-Haikou Expressway is an important part of expressway network in the Western Taiwan Straits Economic Zone. Accelerating the construction of the Project has a great magnificence for the perfection of the regional road network structure and improvement of economic and social development of Fuding and Zherong. Thus, the Project is essential.

　　III. Total investment: RMB 2.717 billion.

　　IV. Analysis on expected economic benefits: The economic net present value (ENPV) will reach RMB 985 million and the economic internal rate of return (EIRR) will be 11.39% (larger than 8%, the social discount rate).

　　V. Preliminary work: at present, the engineering feasibility of the Project has been approved; the preliminary design has been examined for approval; and the construction drawings have been completed for review.

　　73、海西高速公路网溪南疏港高速公路

　　一、项目内容及建设规模：路线长17.007公里，按设计速度80公里/小时的双向四车道高速公路标准建设，路基宽度24.5米。

　　二、项目建设理由和条件：该项目是海西经济区高速公路网规划“三十三联”中的一条重要疏港高速公路，有利支撑环三都澳区域的开发建设，改善出行条件、适应交通量迅速增长的需要。

　　三、项目总投资：16.445亿元。

　　四、项目经济效益分析：项目经济净现值为5.96亿元，经济内部收益率为11.53%(大于社会折现率8%)。

　　I. Project description: the expressway is planned to be double-way four-lane expressway with a length of 17.007 km, designed running speed of 80km/h and roadbed width of 24.5m. Five interchanges are built within the whole line.

　　II. Reasons and conditions: the project is one of the important expressways in Shugang of "thirty-three joints" of expressway network planning of the Western Taiwan Straits Economic Zone. It benefits and supports the development and construction of Sanduao area, and improves the transportation so as to adapt to the rapid increase of traffic volume.

　　I. Project description: the expressway is planned to be double-way four-lane expressway with a total length of 43.22 km, a designed running speed of 80 km/h and a roadbed width of 24.5 m. Five interchanges are built within the whole line.

Reasons and conditions: Fuding (boundary of Fujian and Zhejiang) to Ningde Jiaocheng Section of Multiple Track of Shenyang-Haikou Expressway is an important part of expressway network in the Western Taiwan Straits Economic Zone and it is one of key critical channels connecting the Western Taiwan Straits Economic Zone with Yangtze River delta.

　　I. Description: the Bridge is planned to be 526.959 meters (a construction length of 455 meter), with a roadbed section being 65 m long and 36 m wide and a bridge section being 390 m long and 33 m wide.

　　II. Reasons and conditions: Bachimen Bridge Project is one of the key projects of Fuding City. The road section flatly links with Jiangbin Road at the north, crosses Shacheng Port southward and then flatly links with the south connecting line of Bachimen Bridge. The whole line of the bridge site is straight. The construction of the Project will contribute to the increase the land utilization value of the undeveloped urban area and play a critical role in reflecting the styles and features of the coastal city.

　　二、项目建设理由和条件：本项目的建设可构筑海峡西岸经济区闽南一翼通往闽西北山区的最便捷通道，将进一步完善海峡西岸经济区高速公路网，强化海西经济区与中西部地区之间的经济协助。有利于加强山海协作，实现福建中西部地区经济崛起，促进福建均衡协调发展;有利于构建东南沿海重要疏港通道;有利于构筑福建省旅游快速快速交通网，推动省际旅游区域合作，充分发挥旅游经济带动作用;有利于加强国防交通，有效保障国家安全和统一。

　　四、项目经济效益分析：内部收益率4.83%，投资回收期16.09年。

　　86. Quzhou Dehua Section of Xiamen-Shaxian Expressway in Expressway Network of the Western Taiwan Straits

　　I. Description: the road is planned to comply with four-lane standard with a designed running speed reaching 80 km/h and a roadbed being 24.5 m wide.

　　II. Reasons and conditions: the Project will become the most convenient channel of the Western Taiwan Straits Economic Zone, connecting the south area of Fujian to the northwest mountain area of Fujian, further improve the expressway network in the Western Taiwan Straits Economic Zone, and strengthen the economic assistance between the Western Taiwan Straits Economic Zone and central and western regions. It is beneficial to enhance cooperation between mountain regions and coastal regions, boost economic growth in central and western Fujian Province, thus promoting coordinated development of Fujian Province; beneficial to construct key communication channels to the southeast coastal area; to form rapid and fast tourism transportation network in Fujian, thus promoting cooperation among tourism regions and making tourism drive economic development; and to strengthen national defense transportation and effectively guarantee national safety and unity.

　　IV. Analysis on expected economic benefits: The internal rate of return will be 4.83% and the investment will be recovered in 16.09 years.
