I. Description: it is planned to build large cloud data center by giving full play of Pingtan's advantages in terms of policy, position and resource based on the submarine optical cable and related facilities in Fujian and Taiwan Provinces, so as to attract enterprises to build regional service headquarters and R&D bases in Pingtan.
II. Reasons and conditions: the cloud data center is the core for future communication information service and the most splendid industry in the global information service industry. 一、项目内容、建设规模及选址:中心景区核心部分4平方公里,内建步游道,休息亭、观景亭及少量旅游接待服务设施;修建和扩建大云寺庙;垒石洞群开发,灯光设置、环境绿化等配套服务区。选址浦城县盘亭乡与官路乡间。
二、项目建设的理由和条件:浮盖山旅游资源独特稀有,堪称“华东第一垒石洞群”。位于浦城县盘亭、官路两乡之间,交通干线205国道旁,主峰海拔1146米。位于闽浙赣三省交界,交通便捷。同时与周边景区在资源特色上形成互补,是省际旅游线最佳互通口,有着强大的市场支撑和辐射。

62. Provincial Tourist Resort-Fugai Mountain Tourism Development Construction Project in Pucheng
I. Description: the core part of central scenic spot is planned to cover an area of 4 km2, including tourism footpath, half-way pavilion, lookout pavilion and little tourism reception service facilities; besides, it is planned to construct and expand the Dayun Temple, develop the groups of stone caverns and to provide supporting service areas like light setting and environmental greening. The Project is planned to be located between the Panting Village and Guanlu Village, Pucheng County.
II. Reasons and conditions: the Fugai Mountain has unique and rare tourism resources, which can be called as the "Largest Stone Cavern Group in the East China". Located between the Panting Village and Guanlu Village, Pucheng County, the Project is near the National Highway 205. The main peak is 1,146 m high. The Project is at the junction of Fujian, Zhejiang and Jiangxi Provinces with convenient traffic condition. At the same time, the Project and the nearby scenic spots will complement with each other. Being the fortress of provincial tourism line, this Project will enjoy great market support and radiation.
III. Analysis of expected economic benefits: The investment payback period will be 6-8 years.

一、项目内容、建设规模及选址:选址于泉州台商投资区张坂镇上塘村。依托区内众多木雕、漆线雕生产加工企业规模效应,充分发挥我区拥有35名各级大师的人才优势,承接国内外潜质雕艺企业,建设海峡两岸文化艺术产品及奢侈品展示、展览、销售中心。该项目主要建设雕艺产业园、海西文化艺术走廊、张坂上塘木雕一条街及雕艺展览城等五大板块。
二、项目建设的理由和条件:目前张坂雕艺企业220多家,其中规模企业40多家,从业人员近2万多人,产值达8亿元。

63. Quanzhou Taiwanese Investment Zone - Cultural and Art Creation Center
I. Description: it is planned to build the Project in Shangtang Village, Zhangban Town, Quanzhou Taiwanese investment zone. Relying on the scale effects from various wood carving and lacquer thread sculpture manufacturing enterprise, giving full play of talent advantages of 35 great masters and depending on the potential carving enterprises, it is planned to establish a cross-strait demonstration, exhibit and sale center for culture and art product and luxury. This Project mainly includes a carving art industrial park, a Western Taiwan Straits art corridor, a street of Zhangban Shangtang wood carving and a carving art exhibition city.
II. Reasons and conditions: currently, Zhangban Village has more than 220 carving art enterprises, including over 40 scale enterprises. The number of employees is about 20,000 and the production value is RMB 800 million.
III. Analysis of expected economic benefits: upon completion, it is estimated to achieve over RMB 2 billion operating revenue and about RMB 600 million profit and tax; a total number of 300,000 person-times both at home and abroad will be received every year.

一、项目名称:泉州台商投资区医疗中心
二、项目内容、建设规模及选址:选址于泉州台商投资区白沙片区,距离泉州中心市区仅一江之隔。建设泉州台商投资区第一家三级综合医院,住院床位总数500张以上,每床建筑面积不少于60平方米,病房每床净使用面积不少于6平方米,日平均每门诊人次占门诊建筑面积不少于4平方米。
三、项目建设的理由和条件:泉州现有人口约812万人,全市县级以上综合医院13家,每千人均床位数、每千人均卫技人员数低于全国、全省平均水平;而且泉州市是一个藏富于民现象突出的城市,人均GDP达到57291元,当地群众对医疗需求水平较高。
四、项目经济效益分析:项目建成后,预计年门诊量约70万人次,年急诊病人约3万人次,年住院病人约2.5万人次。
五、项目总投资、利用外资方式:6亿元,独资或合资。
六、项目前期工作进展情况:已完成土地征用工作,土方平整工作已部分完成,现有用地约150亩。台商区正在抓紧加快医院周边基础设施建设,2013年先启动地块南侧沙纬四路(规划宽度30米)、北侧沙纬五路(规划宽度24米)建设,污水处理设施于7月份启动,年底前投入使用。

64. Quanzhou Taiwanese Investment Zone - Medical Center
I. Project name: Quanzhou Taiwanese Investment Zone Medical Center.
II. Description: it is planned to build the project in Baisha District of the Quanzhou Taiwanese Investment Zone, with just a river's distance to the downtown of Quanzhou. It is planned to establish the first three-level comprehensive hospital in the Quanzhou Taiwanese Investment Zone with over 500 pieces of beds. The building area per bed shall not be lower than 60 m2, and the net usage area per bed shall not be lower than 6 m2. The building area for daily average outpatient amount shall not be lower than 4 m2.
III. Reasons and conditions: Quanzhou has an existing population of about 8.12 million and has 13 comprehensive hospitals at county level and above. The per capita bed/thousand person and the per capita technical number/thousand person are lower than the average levels both at national level and at provincial level. Quanzhou is a typical city that the citizens have large amount of wealth. The per capita GDP is about RMB 57,291. The local public has relatively high demand for medical requirements.
IV. Analysis of economic benefits: upon completion, the person-time for annual outpatients is estimated to be about 700,000, the person-time for annual emergency patients about 300,000 and the person-time for annual inpatients about 25,000.

VI. Preliminary work: by now, the land expropriation has been completed and the earthwork leveling has been partially completed. The existing land is about 150 mu. The Quanzhou Taiwanese Investment Zone is hanging on the infrastructure construction near the hospital. In 2013, the construction for such plots as Shaweisi Road at the south (planned width: 30 m) and Shaweiwu Road (planned width: 24 m) will be put into construction. The sewage treatment facility is planned to be started in July and be put into usage at the end of the year.

65. Nan'an China Plumbing Town - International Purchase Center
I. Description: it is planned to build the Project in the northeast of Luncang old town, covering an area of about 460.20 hectares. It is planned to establish a high-end industrial platform integrating production, research and development, purchasing logistics, exhibition and communication, and a water heating international purchasing center integrating market environment, scientific management and complete facilities.
II. Reasons and conditions: the Project is located in Luncang Village, Nan'an City, Fujian Province, which is an important production base for water heating valve and sanitary ware in China, honored as "Water Heating Village in China", "Famous Bathroom Sanitary Town in China" and "Top 100 Industrial Clusters in China". 二、项目建设的内容和条件:规划后龙湾打造成集休闲渔业、滨海娱乐、商务会议、生态观光、古镇体验、海景人居等功能为一体的海西滨海旅游胜地,使之成为泉州湾北翼重要的旅游休闲目的地。

66. Houlong Bay Tourist Resort Development Project in Quangang
I. Description: it is planned to build the Project in Houlong Bay, Quangang District, extending to Kuifeng Tower Scenic Zone to the south, following along the Houlong North Road- Houlong South Road - Kuifeng Road to the west, bounding at the neritic region of 1,500 m wide to the east and stretching about 5 km from south to north. 一、项目内容、建设规模及选址:选址于前黄镇涂岭镇芦朴村东北400多米处的蚁山(又名行山)。注入泉港深厚、多元的人文历史文化内涵,计划做好《泉港蚁山古人类遗址公园详细性旅游发展规划》方案,并根据规划方案对遗址进行分期分步骤实施旅游开发建设,同时链接周边文物景点虎岩寺、龙济宫、梧坑宫、古县农家生态休闲游成片开发。
二、项目建设的理由和条件:“蚁山遗址”是一处商周时期文化遗址,位于涂岭镇芦朴村东北400多米处的蚁山(又名行山)顶上南北坡,海拔161米,与前黄镇北境的古县村接壤,在南坡20平方米,北坡200平方米范围内的表层及土层中,集中或散存着大量的陶器残片。泉港蚁山遗址为泉州古代文明的发祥地之一,为泉港区甚至泉州市、福建省的历史文化研究提供了弥足珍贵的资料。将该遗址功能定位成生态文化旅游和史前古人类生活体验旅游为主要活动内容,以文化拉动旅游发展,

67. Yi Mountain Ancient Humans Heritage Park in Quangang
I. Description: it is planned to build the Project at over 400 m of the Yi Mountain (also known as "Hang Mountain") in the northeast of Lupu Village, Qianhuang Town and Tuling Town. The Project is injected with profound and diversified cultural and historical significance. It is planned to make the Detailed Tourism Development Plan for Quangang Yi Mountain Ancient Ruins Park, based on which, step-by-step and phase-by-phase tourism development and construction will be carried out. At the same time, Nearby cultural relic resorts like Huyan Temple, Longji Palace, Wukeng Palace and Farmyard Ecological & Leisure Travel tourism in Guxian Village will be developed at the same time.
II. Reasons and conditions: "Yi Mountain Relic" is a cultural relic since Shang and Zhou Dynasties located at the south and north slope at the top of Yi Mountain (also known as "Hang Mountain") about 400 m northeast to the Lupu Village, Tuling Town with an elevation of 161 m. It is connected to the Guxian Village at the north of Qianhuang Town. On the surface layer and soil layer within 20 m2 at south slop and 200 m2 at north slope, large amount of pottery fragments are left over, either intensively or scatteringly. The Quangang Yi Mountain Relics is one of the birthplaces for Quanzhou ancient civilization and provides precious data for the historical and cultural research in Quangang District, even in Quanzhou City and Fujian Province. This function of this relic will be positioned as the ecological and cultural tourism and experience tourism for prehistoric ancient human to drive the tourism development by culture.

二、项目建设的理由和条件:阪里乡位于漳州市长泰县西北部,与华安县、安溪县交界,交通网络四通八达,距长泰县城41公里,到漳州39公里,离厦门85公里,漳永高速公路阪里连接线直达镇区。知识青年上山下乡是中国特定历史时期产物,阪里乡是长泰县重要知青上山下乡聚集地,阪里乡结合当地独特的历史人文及生态资源,进一步挖掘当地知青文化,规划建设省内唯一的知青文化主题旅游项目——阪里知青主题公园,借助知青主题公园的建设,加快知青缘旅游休闲度假景区的整体发展,项目建成后将成为长泰县的又一特色旅游景区。

I. Description: it is planned to build a tour and leisure holiday resort with the theme of "Predestined Relationship of Educated Youths" covering 1,500 mu, which mainly includes "Predestined Relationship of Educated Youths" theme park, farm village, vacation village, ecological agriculture leisure base, etc. Location: Banli Village, Changtai County.
II. Reasons and conditions: located at the northwest of Changtai County, Zhangzhou City and bordered with Hua'an County and An'xi County, Banli Village is directly connected with the township with Zhangyong (Zhangzhou-Yong'an) Expressway and is 41 km away from Changtai County, 39 km from Zhangzhou City and 85 km from Xiamen City with extensive traffic in all directions. Down to the Countryside is a product of specific historical period in China. Banli Village is an important gathering place for the educated youths in Changtai County. In combination with special local history-related and ecological resources, it is planned to build a unique tourism project with the theme of "Educated Youths" by further exploring local Educated Youths culture. I. Description: it is planned to build a modern logistic industrial park at the south of Zhao'an Station of Xiashen (Xiamen-Shenzhen) High-speed Rail, 6 km distance to the National Road Line 324 and about 8 km away from the Zhao'an South Exit of Shenhai (Shenyang-Haikou) Expressway. The modern commerce and trade logistic park has a total planning area of 18.5 km2, mainly targeting at developing commerce and trade, logistic and other modern service industry and being positioned as a distributing center for modern logistics at the boundary of Fujian and Guangdong Provinces and an urban residential and commercial complex.

I. Description: with a planned area of 5,490 mu, the Project aims to construct such outdoor sport sites and clubs as high-mountain football field, tennis court, basketball court, mountain bike field and public golf range.
II. Reasons and conditions: the site boasts the largest inland native pasture of Fujian, and it is honored as "Tianshan Mountain of the South of China". The scenic spot has not only such natural landscapes as thousand mus of original forest, Tianxin Lake, Red Bean Valley, Shijian Waterfall, Wanjun Rock, stone henge, marsh land and Xiangshan Temple, but also such rare animals and plants as cuckoo, taxus chinensis, syzygium buxifolium, malayan pangolin and Chinese fire-bellied newt. The experts' investigation proves that Xiangshan, blessed with fresh air, flat and gentle topography and vast maintain meadow, is suitable for the development of summering, leisure, outdoor sports and tourism projects.
